Whisk first five ingredients.
Cream butter, sugars and vanilla.
Add eggs and mix.
Add chopped chocolate chips and mix.
Add flour mixture and stir in whole chocolate chips.
Chill dough, scoop onto sheet, bake for 9-11 minutes, and drop sheet pan.
