Popeyes is a fried chicken chain, so you can probably guess where this is going. But the story here isn't quite what you'd expect, and the thing that matters most isn't the ingredient list at all. It's the fryer.

I'll say upfront that Popeyes publishes better information than most fast food chains. Their allergen chart tells you not just what's in each item but which ones go through the shared fryer and the shared toaster. That second column is the one that decides whether this page is any use to you.
What has no wheat at Popeyes
Fifteen items, and I've split them by whether they touch the fryer, because that distinction matters more here than anywhere else.

Then there are two items that have no wheat in them but are cooked in the shared fryer, which puts them in a completely different category. Blackened Tenders and Hash Rounds both come back clean on ingredients. Both go into oil that's been frying breaded chicken all day.
The Blackened Tenders are the painful one. They're not breaded, they're seasoned and cooked, and on paper they're the only wheat free protein on the entire menu. If Popeyes fried them separately this page would read very differently. They don't, so I can't recommend them to anyone with celiac disease.
💡 Cajun Rice is not gluten free
You'll see Cajun Rice on plenty of gluten free lists, including an older version of this page. Popeyes' own allergen chart lists wheat in it. Red Beans & Rice is the rice dish that's actually clear, so order that one instead.
Why the fryer matters more than the recipe
At most restaurants, cross-contamination is a vague risk you have to guess at. At Popeyes it's written down, and I'd rather have the honesty than a comfortable silence.
Their allergen document names the shared fryer directly. Signature bone-in chicken, tenders, wings, the sandwich filet, seafood, Cajun Fries and the fried pies all go through it. Every one of those is coated in wheat flour, so that oil is carrying gluten from the first order of the day onwards. Anything else dropped in the same fryer comes out with it.
The same goes for the toaster, which handles the sandwich buns. It's a smaller issue only because there's nothing wheat free going into it anyway.

The mashed potatoes are worth pausing on because they're the one item you could plausibly rescue. Ask for them without gravy and the potato itself carries no wheat. Whether the kitchen can actually plate them clean is another question, and one only the staff in front of you can answer.
